Capacity, quota and payout usually live in three files owned by three teams.

The hiring plan sits with Finance. Quotas go out from Sales Ops. The payout file is rebuilt every month by comp admin. Each is reconciled against the others by hand, and every year the same questions come back: how many sellers the number really takes, where a quota came from, and why a statement shows what it shows.

Ascent keeps them on one record. A change to the roster reaches capacity and quota, a quota change reaches the calculation, and next year's design starts from what the current plan actually paid.
